  International cooperation gradually developed towards an economic order b
 ased on the opening up of markets (notably through tariff reductions) and 
 the predictability of mutually agreed rules. The multilateral trading syst
 em flourished in the second half of the 20th century\, culminating in the 
 creation of the World Trade Organisation (WTO) in 1995\, an institution wi
 th a universal vocation. \n International trade sustained growth in many d
 eveloped and developing countries. Poverty and global North-South inequali
 ty have declined. Lower prices for imported goods have benefited the less 
 affluent\, including in advanced economies. \n But while progress is real\
 , the economic well-being of households within the same country can vary w
 idely. In the absence of adequate support measures\, some sections of soci
 ety may be at a loss when it comes to adapting to the opportunities offere
 d by globalisation and technological change. Political exploitation of the
  discontent did not take long. \n The clouds began to gather at the beginn
 ing of the 21st century. Despite some tangible progress\, the WTO negotiat
 ions have slowed down and the Doha Round launched in 2001 has fallen into 
 lethargy. The dispute settlement system has been disrupted since December 
 2019. \n The aspiration for strategic autonomy has also grown stronger aft
 er the COVID pandemic exposed significant dependencies in the supply of pr
 oducts deemed essential. Concerns about China’s economic dirigisme are als
 o mounting. \n Furthermore\, US trade policy has undergone drastic changes
  with the sweeping imposition of additional customs tariffs\, notably with
  a view to reducing the trade deficit and revitalising American industry.
